Eighteen months had passed after Stalin had agreed with Hitler to start an aggressive war against peace in East Europe; the Invasion of Poland, Finland started in 1939. Midway through 1940, the Soviet Union secret police (NKVD) sent a request to Stalin to execute 222,000 Polish National prisoners.
Stalin approved and signed the request along with the Soviet-Russian foreign minister Molotov and three other Soviet-Russian ministers. The NKVD executed the 22,000 Polish Nationals and buried them in mass graves in the Katyn forest.
